Patrick J. O’Brien Biography

Mr. O’Brien heads the Office of Local Defense Community Cooperation (OLDCC) and leads a skilled team that aids states and local communities in their response to Department of Defense operations and objectives.

In this role, he oversees various initiatives aimed at establishing secure environments for our members and their families. These initiatives encompass a $1.2 billion program aimed at rectifying issues related to conditions and capacities in public schools situated on military installations.

Additionally, the education of over 11,000 military dependents is conducted annually. Another effort involves a $300 million program geared towards enhancing transportation access to major medical facilities for wounded warriors, their dependents, and our personnel.

Moreover, he supervises a program across 77 installations and ranges, addressing concerns related to civilian encroachments that impede local missions.

Collaboratively with the National Institutes and Standards and Technology and the Department’s Manufacturing and Industrial Base Policy Program, he leads an industry resiliency campaign that seeks to bolster the economic and cyber resilience of the nation’s supply chains.

Lastly, he oversees a program that involves nearly $200 million in external investments to support the Department’s Indo-Pacific endeavors.

Before joining OLDCC, Mr. O’Brien held the position of Presidential Management Intern at the U.S. Department of Housing and Urban Development.

He also worked on community and economic development matters during his time on Capitol Hill. His experience includes serving as an Assistant Business Developer for the City of Duluth, MN. In this capacity, he played a role in repurposing a closed air base and facilitating the conversion of a former steel plant.

Additionally, he contributed to the drafting of the State’s inaugural enterprise zone bill. Mr. O’Brien also participated as a citizen representative on the Duluth Joint Airport Zoning Board.

His academic background includes Bachelor of Arts degrees in Urban Affairs and Political Science from the University of Minnesota-Duluth. He graduated with honors, “cum laude,” and was a member of the Golden Key National Honor Society.

He further holds a Master of Science degree in Public Management and Policy Analysis from Carnegie-Mellon University’s School of Urban and Public Affairs. His accomplishments at Carnegie-Mellon include teaching organizational management as a student instructor and being elected to Pi Alpha Alpha. He has earned certification as an “Economic Development Finance Professional” from the National Development Council.

Additionally, he successfully completed the “Leadership for a Democratic Society” program at the Federal Executive Institute and the “Program on Negotiation” at Harvard Law School.

He was honored with the 2017 Federal Leadership in Economic Development Programs award by the International Economic Development Council and received recognition from the Territory of Guam as a member of the Ancient Order of Chamorri.
