Caroline Baxter Biography

Ms. Caroline Baxter assumed the role of Deputy Assistant Secretary of Defense for Force Education and Training in August 2021. In this capacity, she functions as the primary senior figure for shaping Department of Defense (DoD) policy concerning military education and training matters across the Joint Forces.

Her duties encompass various areas, including professional military education, military and joint training policies, modernization of training capabilities, guidelines for military and joint exercises, language programs, and climate literacy.

Just prior to her current position, Ms. Baxter held the position of Research Fellow at the Eurasia Group Foundation. There, she spearheaded research focusing on the direction of U.S. foreign policy in the Asia-Pacific region. Prior to that, Ms. Baxter spent a span of 11 years at the RAND Corporation.

During her tenure, she concentrated on operational strategy, military doctrine and readiness, and defense acquisition. Her work included analyzing the potential outcomes of repealing the “Don’t Ask, Don’t Tell” policy, investigating the roles of the Army in Pacific operations, and designing a war game for senior Air Force officials to assess operational concepts.

She was detailed to the Department of Defense twice – first to the Air Staff and later to the Office of the Under Secretary of Defense for Personnel and Readiness, where she served as Special Assistant to the Under Secretary.

Ms. Baxter holds a Bachelor of Arts degree with honors in International Relations from the University of St. Andrews, Scotland, and a Master of Arts degree in International Security Policy from the Columbia University School of International and Public Affairs. She resides in Silver Spring, Maryland with her husband and son.
